Down the watershed from a field using sludge

My neighbor is using sludge on his field that is above our property.
We have 2 wells that are both down the watershed from this field. My daughter has children having to drink this water and we have animals drinking from the creeks.
How frequently can you apply this sludge? There needs to be more time for people to object to this type of fertilizer.
It will be years before all of the documentation can be compiled to prove this is a health hazard. In the meantime it is the hard working "WE THE PEOPLE" in the rural areas of AMERICA that are being manipulated and HURT!!!!!!
